F-1 and J-1 International Student Health Insurance
Texas State University Policy UPPS 07.09.04 International Student Health Insurance, requires all enrolled international students with non-immigrant, F-1 and J-1 visa classifications, to purchase coverage under the designated international student health insurance policy as a condition of enrollment. Students must maintain continuous health insurance coverage from the time of enrollment to the time of completion of their degree program at Texas State.
The international student health insurance premium will be billed to an F-1 and J-1 international student's university account during the time of registration for classes.

Students whose insurance policy does not include Emergency Medical Evacuation and Repatriation MUST purchase the Academic Emergency Services (AES) through the AHP portal.

When is the Health Insurance Waiver Deadline?

- Enrollment Deadline:
- Last day students can request a waiver to avoid an insurance charge to their student account. F-1 and J-1 students who do not have an approved waiver from AHP will have the insurance premium billed to their university student account. The deadline is February 15, 2025.
- Spring/Summer Semester:
- 12/02/2024 - 02/15/2025
Students arriving late to campus and registering after this deadline can contact ISSS for assistance at international@txstate.edu
What needs to be included in the request to waive the student health insurance?

Request a waiver by submitting proof that you, as the student, has health insurance coverage that is:
- Student is covered by a U.S. employer health insurance plan or by a parent/spouse's U.S. employer health insurance plan that is compliant with the Affordable Care Act (ACA).
- Student's sponsored plan (US Government or Foreign Government) is recognized by the U.S., and the sponsor guarantees payment of all healthcare expenses including medical evacuation and repatriation and are in compliant with the Affordable Care Act (ACA).
What if I am eligible for a waiver?

If you are eligible to waive the student health insurance plan, you should request a waiver through the AHP Portal before the tuition payment deadline.

What do I do if I purchased the health insurance plan from AHP and I have an insurance bill on my student account?
Email international@txstate.edu so ISSS can verify your insurance purchase with AHP. Once confirmed, your student account will be adjusted and the insurance premium will be removed from your student account.

If I am enrolled in a class during summer but not physically in the US, do I need to enroll in health insurance?
Yes, students must maintain continuous health insurance coverage from the time of enrollment to the time of completion of their degree program at Texas State. As of Spring 2021, spring and summer health insurance premiums are combined.
Refunds for summer are not available.

I am enrolled in a class but on CPT and not in San Marcos, do I still need health insurance?
Yes. However, if your CPT employer is offering you health insurance, you may be eligible for a health insurance waiver. See waiver instructions on this page.

Can I enroll in only summer I or Summer II insurance?
No, students must maintain continuous health insurance coverage from the time of enrollment to the time of completion of their degree program at Texas State.
As of Spring 2021, spring and summer health insurance premiums were combined. Refunds for summer are not available.
Only students who begin a program of study in summer are eligible for the summer only insurance plan.

I am applying for a change/adjustment of status and my petition is pending. Do I need to enroll in health insurance?
Yes, you are still considered an F-1 students unless you abandon the F-1 status or a decision is made on your petition by USCIS.

If I dropped my courses for summer, do I still need to purchase health insurance?
Yes, students must maintain continuous health insurance coverage from the time of enrollment to the time of completion of their degree program at Texas State.

No, there are no refunds for health insurance.

No, exchange students are not eligible for a health insurance fee waiver.

If I am not an F-1 or J-1 student, what Student Health Insurance Plan do I receive?
For non-F-1 and J-1 students, you are no longer subject to University Policy regarding Health Insurance and are not eligible to purchase the International Student Health Insurance Plan. Texas State University offers a Student Health Insurance Plan for all domestic students who are currently enrolled, please click here to learn more.

What if I am a Graduate Assistant for TXST?
Graduate students employed in a benefits-eligible position are eligible to participate in the medical insurance and other optional benefits offered to Texas State employees through the Employees Retirement System of Texas. Benefits include:
- 50% contribution toward your medical premiums
- 60-day waiting period for medical coverage to begin and no waiting period for optional coverage such as dental, vision or term life.
If you choose to enroll in the employee health insurance plan and NOT the international student insurance plan, please email international@txstate.edu so a waiver can be granted otherwise will be responsible for international student health insurance premium charge on their student account.
Students who choose the employee health insurance plan must submit proof of health insurance coverage or intended coverage to international@txstate.edu no later than 60 days from employment start date.

What if I Need to Purchase Dependent Health Insurance Coverage?
The international student health insurance premium will be automatically billed to an F-1 and J-1 international student's university account during the time of registration for classes. Payment is due by the Tuition and Fee Payment Due Date.
Students seeking insurance coverage for their dependents (lawful spouse or children up to the age of 26) may enroll their dependents in the international student health insurance plan through the AHP Portal see instructions below.

- Go to https://txstateintl.myahpcare.com
- Select the ‘Enrollment’ tab.
- Select the ‘Enroll Online’ link.
- Read the Terms and Conditions and if you agree select the ‘I Accept’ button
- Enter the following:
- Student ID - Texas State Student ID#
- Birth Date - Your date of birth in mm/dd/yyyy format
- Select the ‘International Medical Coverage’
- Complete the remainder of the requested fields
- Establish your individual payment method. After completing the multipage form, select the ‘Place Order’ button.

Important COVID 19 Coverage Changes
On January 30, 2023, the federal government announced that the two national emergencies addressing COVID-19, the public health emergency (PHE) and the national emergency, will end on May 11, 2023. As of May 12, 2023, health plans and group plan sponsors will no longer be subject to federal requirements for coverage of COVID-19 testing, vaccinations and treatments. When will I receive instructions?
Students will receive an e-mail with instructions each semester. If you have not received an e-mail by the first day of open enrollment, e-mail ISSS at international@txstate.edu for further instructions.
